Noū̂ Ná̄y Nêōw (/kɛ̄f/ /nɛ̄iː/ [due] [camera]) is a subtropical Town located in the Fǎshfoīy Region of the Confederation of Goblin Tribes.

The name Noū̂ Ná̄y Nêōw is derived from the Goblin language, as Noū̂ Ná̄y Nêōw was founded by Kliggel Veahl Shnen, who was culturaly Goblin.

Climate

Noū̂ Ná̄y Nêōw has a yearly average temperature of 14°C (57°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cold 1°C (33°F). Noū̂ Ná̄y Nêōw receives an average of 257 cm/y (101 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Noū̂ Ná̄y Nêōw covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3552 m (11653 ft) above sea level.

Overview

Noū̂ Ná̄y Nêōw was founded durring the early 12th century in fall of the year 1135, by Kliggel Veahl Shnen. The establishment of Noū̂ Ná̄y Nêōw was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Noū̂ Ná̄y Nêōw's construction back out of the project. Kliggel Veahl Shnen pushed on reguardles, and Noū̂ Ná̄y Nêōw was finished, but starts off as a terible place to live.

Noū̂ Ná̄y Nêōw was built using the conventions of Goblin durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Noū̂ Ná̄y Nêōw is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Noū̂ Ná̄y Nêōw is buildings are arranged arrounded a highly ordered system of broad packed earth streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Noū̂ Ná̄y Nêōw's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. Noū̂ Ná̄y Nêōw's political statment focused walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

The first thing you notice about Noū̂ Ná̄y Nêōw is the large sign at the entrance welcoming you to their humble town. Children come up to you and say hi, some asking if you’ve fought any big monsters, and others just zipping away after their hello. The adults are much the same. By the time you’ve made it a significant way into the town you’ve been invited to a tavern for a pint to drink in exchange for news of the world. You’ve also had no less than three older women give you a sweetroll and direct your attention to their still unmarried children. It would be creepy if it wasn't so sincere.

Civic Infrastructure

Noū̂ Ná̄y Nêōw has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Noū̂ Ná̄y Nêōw. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Noū̂ Ná̄y Nêōw's parks.

Noū̂ Ná̄y Nêōw has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Noū̂ Ná̄y Nêōw.

Noū̂ Ná̄y Nêōw has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Noū̂ Ná̄y Nêōw has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Noū̂ Ná̄y Nêōw has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Noū̂ Ná̄y Nêōw has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Noū̂ Ná̄y Nêōw's public wards, blessings, and other arcane systems.

Noū̂ Ná̄y Nêōw possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Noū̂ Ná̄y Nêōw's grid is powered by mana accumulators.

Noū̂ Ná̄y Nêōw's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Noū̂ Ná̄y Nêōw has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Noū̂ Ná̄y Nêōw's natural decorations nor waterways.

Noū̂ Ná̄y Nêōw has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Noū̂ Ná̄y Nêōw's town hall was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

In Noū̂ Ná̄y Nêōw there is always just enough rain to be annoying.

The Howler near Noū̂ Ná̄y Nêōw are known to be more aggressive than normal.

Noū̂ Ná̄y Nêōw's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves embarking on a group pilgrimage to channel Transmutation energies of tier 3 via speaking in tongues.
